ogc-api-records results include empty feature catalog records

problem: The output for the ogc-api-records service includes "empty" feature catalog records. This is especially problematic for the DCAT format.

solution: There are probably two solutions:

1. to filter out feature catalog records from the results
2. to include a meaningful RDF mapping for feature catalogs (e.g. SHACL-like ontology model)

I would vote for option 2. For option 1 you can always exclude types using a query.
