Currently the default license is empty. Our terms of use say that unless otherwise specified the license is CC BY-NC-SA-4.0, it would probably be better to set this explicitly by default.

It is also necessary to remove the "no-licence" option (which is "--------"). It should not be possible to upload any content/data without choosing a license.
If user doesn't want to think about the license (probably 98% of users), it will be automatically the default one (CC BY-NC-SA 4.0).

The problem is that the licenses are managed by GeoNode itself, which means that probably we'll need to fork GeoNode (and make our own version) to be able to make such changes.
