Various issues on result accuracy

1. addressZH key of can geodata source be empty

2. OGCIO got the correct best match, but turns out incorrect result displayed after comparing 200 results

Since we are picking the first land result and assume it is the most accurate result and thus leads to this issue.
I change the algo a bit now.
In the first phase, we try to look up all the land results and see if there is any one of them has a distance with the first OGCIO result is within the NEAR_DISTANCE. this will fix the above issue

OGCIO result looks correct
but geodata.gov.hk no good.
