001- [Refactor] Preserve ENV_DATA during mapping when PLANT_DATA is absent

The ENV_DATA section is integrated into the 'SUMMARY' table via a full_join with the PLANT_DATA sections. In edge cases when no plant data is documented, this leads to ENV_DATA being erased.
