Dropdown in Nav bar for projects and publications not working on touchscreen enabled laptops

when highlighting over the nav bar in projects and publications, there is no dropdown that reveals the subcategories. this for some reason works fine in internet explorer, but not chrome and firefox

wierdly enough this only doesn't work in Chrome and Firefox for me. Microsfot Edge browser (new ie) works fine.

The risk horizon site also has this strange problem on my computer where the animation for the right side sliders doesn't work, and instead just places them static on the page (again only in chrome/firefox, IE works fine)

Not sure if this is just MY computer or touchscreen laptops in general.
