v0.2.0 launch: MAT + DRE MVP is live

We just published v0.2.0 with a major step forward:

• MAT backtesting engine + DRE orchestration MVP
• DRE API: POST /dre/simulate, POST /dre/resume, GET /dre/health
• Append-only governance + checkpoints and resume by run_id
• Redis/fakeredis-compatible context store
• Full PDR + technical architecture docs
