New user redirected to /operator

When a user tries to login from the verification email they're redirected to /operator which 403's (correctly as they're not an operator) somewhere a redirect link is wrong in the signup/activation

have been through the users/registration code and can't see anywhere that would redirect to /operator, need further testing to try and reproduce
