Should not show "Set as default " option for folders

I have searched open and closed issues for duplicates.

Describe the bug

It is possible to set "Terminal" as the default application for folders through the Files interface. This has adverse effects including the context menu showing "Open in Terminal" as the first option with the accelerator "Enter". However pressing "Enter" does not open the folder in terminal but navigates as usual.

Expected behavior

Do not allow changing the default application for folders. (This can still be done through settings if someone wants to use a different filebrowser by default).

However, there is also the use case of opening a folder in a code editor or IDE.

This would still be able to be done - if the app has the appropriate mime-type settings it should appear in the "Open in ..." app list (Code and Terminal do). I would normally open a project folder in Code through the Code UI though.

The main intention of this issue is that the default app should not be changed in Files.

I would also propose a keyboard shortcut to open a folder in Terminal - but thats another issue.

This still occurs in OS8 and should be addressed.
