Summary

PR 272724 redesigns the Alerts menu in Kibana Discover and, when the alerting v2 feature is enabled, routes users to the new alerting v2 flyout instead of the legacy alerting flyout. When v2 is disabled the legacy behavior is preserved. The change affects both the menu structure and how rule creation is initiated from Discover.

Why this needs docs: Changing navigation entry points and conditional routing to a different flyout directly affects user-facing documentation for the Discover Alerts workflow and any alerting v2 getting-started content.
