Summary

This PR improves the user experience for adding simple (inline) alert actions directly from the Alerting v2 rule form, as opposed to managing standalone action policies. The improvements likely include UI polish, validation feedback, and form workflow refinements for attaching quick actions to a rule at creation time. Documentation covering action configuration in the rule form should be updated to reflect the improved flow for adding simple actions alongside the more advanced action policy attachment pattern. Stack only, from 9.5.0 (technical preview).
