Summary
PR #267469 (also backported to v9.4.1) fixes a bug where the Alerts menu in the Discover top nav was hidden for users who had only Alerting v2 access and no v1 rule-type authorization, preventing them from creating v2 ES|QL rules from Discover. The fix gates the menu on either v1 or v2 access. No existing docs describe who can access the Discover Alerts menu in the context of Alerting v2 permissions, so there is no factually incorrect content to correct.
Why this needs docs: Bug fix restoring correct behavior; no public docs describe the broken Discover Alerts menu access gating, so no factually wrong content needs updating.

- What the docs say: The getting-started page does not describe Alerting v2 access requirements or mention the Discover Alerts menu visibility rules.
- What to add: When Alerting v2 is documented, note that users with only Alerting v2 access (and no v1 rule-type authorization) can still reach the Alerts menu in the Discover top nav to create v2 ES|QL rules. Access to the menu requires either v1 rule-type authorization or v2 access — users do not need both. Stack only (technical preview, feature flag required: xpack.alerting_v2.enabled: true), from 9.4.1 (backported).
