Summary

PR #272462 redesigns the Alerting v2 rules list empty state at `/app/management/alertingV2/rules`, replacing the old welcome/starting-screen layout with a focused empty-state UI that shows an illustration, title, and stacked action panels for the three primary rule types (ES|QL rule, AI Agent rule, Threshold Alert rule). No public Alerting v2 documentation currently exists. When Alerting v2 is documented, any screenshot or description of the rules list page will need to reflect this new empty-state design rather than the old layout.

Why this needs docs: Visual UI redesign of a core entry-point screen; any future Alerting v2 docs that include screenshots or describe onboarding flow must reflect the new layout.
