[Alerting V2] [DOCS] [M2] Rule kind label renamed from "Detection only" to "Signal"

Summary

The rule kind previously labeled "Detection only" throughout the Alerting v2 UI (action policy filter, episode details panel) has been renamed to "Signal". This is a terminology change with no functional impact.

Why this needs docs: Label renames are user-facing and must be reflected in any documentation that references the UI. When Alerting v2 docs are written, they should use "Signal" not "Detection only" when describing rule kinds. The change affects the action policy form filter dropdown and the episode details rule overview panel.
