Replace the long-lived NPM_TOKEN with npm trusted publishing. Adds the id-token: write permission, upgrades semantic-release to v24 and pins @semantic-release/npm@13 for OIDC support, and upgrades the npm CLI in CI to meet the >=11.5.1 requirement. Co-authored-by: Cursor <cursoragent@cursor.com>
