Add `get-subscription-history` darc command

Context

In the age of AI agents, we should have a way for people to agentily get the information they need.
To make this easier for them, we could add a darc command that would have the same filters the subscriptions page has and then they could use it to get the information they need about their subscriptions history.

When we do have it rolled out, we should add a skill to arcade-skills so other people can use it easily

• Implement the command
• Add a skill to dotnet/arcade-skills that knows how to use it
