feat(publishing-queue): add Back to Publishing Queue link in content editor sidebar

Problem Statement

When clicking a content item from the Publishing Queue portlet, the user is taken to the content editor with no way to return to the queue without completing a workflow action.

Steps to Reproduce

1. Open the Publishing Queue portlet
2. Click on any content item in the queue
3. The content editor opens with no option to go back

Acceptance Criteria

• The user has an option to navigate back to the Publishing Queue from the content editor without saving
