F45 Change: OpenSSL40

Fedora 45 includes a major OpenSSL rebase to version 4.0: https://fedoraproject.org/wiki/Changes/OpenSSL40

We tracked the OpenSSL 3.0 upgrade in F36 in #876. At that time, the following changes were made (see the original list in this comment):
