Subject: [PATCH] Disable auto-fix for rouge in the rare dictionary

"rouge" is a real English word (and a Ruby gem / proper name). A single
suggested replacement makes -w rewrite it without prompting. Add a second
suggestion so codespell asks instead of silently changing it.
