Create a reusable charter template that any GLAPAGOS working group can fill in when it is established.

The template should include

• Mission statement
• Scope and out-of-scope boundaries
• Membership rules
• Decision-making process
• Meeting cadence
• Output commitments

Acceptance criteria

• Saved in community/charter/ as WORKING-GROUP-CHARTER-TEMPLATE.md
• Uses placeholder text that is easy to replace
• Referenced from GOVERNANCE.md
