Conductivity calculation from complex permittivity - very limited option only

Adding conductivity $$\sigma$$ as a separate property (agreed upon by the team on Feb 18)

Background:

The conductivity can be calculated from permittivity only for a given frequency

@ Sandro: I assume that permeability is typically calculated from the conductivity which was measured for a non-specific material type (no pure material)

I removed the remark from the other issue (#370) to copy it here:

• Request 5: In addition to specifying whether this is absolute or relative, please also specify if conductivity is to be included as an effective permittivity. (in Column 6: Real part of complex permittivity of material)
