Re-Order Categories and sub-categories

For example, i mostly use Mood & Energy with Usage & Context, but wish i could switch the ordering of the 2 without having to delete the first one. I got the categories themselves to drag a couple times with some effort, but doesn't seem to be consistent.

I agree, I find this frustrating myself.
Unfortunately it's not the easiest fix - because of the current infrastructure in how tag data is stored.

This is a high priority though. And the fact that I see others would find this useful as well, I'll push this up higher on the priority list.
