Definition of A&E 'minors' and 'majors'

The inherited spec. maps 'minors', 'majors', and 'resus',

Seems to me to make more sense to follow the mapping in ECDS ETOS? we don't have to be tied to the old specification when we lack the context around it.

Also, a future development might be to allow users to decide of the A&E attendances with unknown acuity, what % to map major/minor rather than automatically mapping them all to minors. This would require quite a few changes (to the framework, adding a new default value for the mapping %s to the assumptions register, to nhp_functional_area_mapping and to nhp_capacity_conversion_logic) so that's much further down the line. but maybe something to consider

Discussed with SW 25/06/2026. I will check mapping with Mike Wilson.

For future - cosider whether acuity is really what determines bay vs bed, might some combination of diagnosis and treatment provide a clearer picture. 'Minors' and 'Majors' aren't necessarily all that helpful as they mean different things to different people.
