Log messages in a channel when they are proxied by PF

Describe the solution you'd like
Give server admins the ability to log different events in channels

• First Proxy: Occurs when a user proxies for the first time in a server
• Message Proxied: Occurs when a user proxies a message
• Message Edited: Occurs when a user edits one of their proxied messages
• Message Deleted: Occurs when a user deletes a proxied message

Additional context
PluralKit has a similar system, but they only log proxied messages afaik
