FilesProcessor should take starttime and endtime into consideration

Is your feature request related to a problem? Please describe.
When a file has starttime or endtime fields completed in its metadata, I think it'd be great to take them into consideration to fetch the data or not.

Describe the solution you'd like
Check by default if the starttime and endtime of sys_file_metadata correspond to the current time or are null, and then fetch data in consequence.

Describe alternatives you've considered
At least add a flag so the filter can be activated on these fields.
