Modify disease enum for Shigellosis

Problem Description

To begin the integration of Shigellosis disease (#13926) the first step will be:

Update the disease properties for Shigellosis in Disease.

Proposed Solution

Acceptance Criteria

Update the Disease enum with the new disease as Shigellosis

• set the defaultCaseSurveillanceEnabled variable as true
• set primarydisease variable as true
• Default follow-up is enabled.
• Default incubation-period is enabled with 1 & 7 as min and max days.
• Introduce new contagiousness feature as incubation-period, with max and min days.
