Adding new functionality to the BlueROV2 driver

Problem Description

@janinged has interest in being able to run Blue on Mac, which isn't currently supported

Feature Description

I need to do some preliminary testing to see how feasible this is. @janinged is currently using a VM to run Ubuntu, but it may be possible to launch everything using Docker. As it stands, here are the steps that I think need to be taken:

• Attempt to build the desktop image on a Mac
• Determine what launch configurations are needed for GUI support
• (if the above is successful) modify the CD pipelines to build an arm64 desktop image
• Add a Mac devcontainer configuration and compose script.

Alternative Solutions

If running Docker directly doesn't work, I'll also test running it inside a VM

I'm using a Ubuntu 22.04.2 ARM64 VM with Parallels, Pro Edition, Version 20.1.0.
