Upgrade PyPSA to `v1.0.0`

Feature Request

Would be good to update the required pypsa version to be v1.0.0, as a lot of new features were added! Plus, once we get to 1.0.0, we should be safe with backwards compatibility until v2.0.0.

I think when we have looked at upgrading pypsa previously, there was some weird snakemake issue stopping us. But maybe I am misremembering.
