Configure file formats for download

Add config section for downloadable file formats in PxWeb.
Also check that the file formats are availabile in the API (Config-endpoint).

• file format is available in the api dataFormats eg. https://data.qa.ssb.no/api/pxwebapi/v2/config

We should only show the Parquet option if

• timeUnit it not Other eg. https://data.qa.ssb.no/api/pxwebapi/v2/tables/07314

Actually, in #1241 we should only show the Parquet option if both
