[BUG] terraform aws s3 file - state locking for best practices

Description

The S3 backend configuration stores remote state but does not implement state locking. For collaborative environments, concurrent applies could lead to state inconsistencies. Would it make sense to add state locking (e.g., DynamoDB or the recommended approach for the Terraform version used by this repository) to align with Terraform best practices?
