Support Ubuntu Noble (24.04 LTS)

It'd be great to move to the latest Ubuntu LTS as the base OS. Unfortunately there aren't any official Vagrant boxes for Ubuntu for the Noble series (or later)¹, though we can probably move to using Bento boxes instead (which are recommended by HashiCorp and somewhat well recognised).

#33 makes a start on this.

Looks like we might need to move to using a virtualenv as system Python 3.12 now warns pretty heavily against pip install there, though we could use --break-system-packages which would preserve the current behaviour.

@prophile: can you recall what the motivation for using the system Python was? Was there more to it than that making sense given that the sole purpose of the box is to run srcomp?
