[Bug] Dont show disks formats that are not supported on selected storage

Describe the bug

If you select qcow2 as a disk format on a local-zfs storage pool (zfs mirror) and create a vm and select qcow2 as a image format, it can not be created.

"TASK ERROR: unable to create VM 102 - unsupported format 'qcow2' at /usr/share/perl5/PVE/Storage/ZFSPoolPlugin.pm line 256."

Steps to Reproduce

1. Have a setup with a zfs pool
2. create a vm in corporate design mode
3. select qcow2 as disk format when selecting zfspool
4. try to create the vm
5. get a error

Expected behavior

Only show formats that are allowed and working with the selected storage.

@proxforge — shipped this in 0.9.6.1 already. The disk format dropdown now filters by storage type: ZFS / LVM / RBD only show Raw, file-based storages show the full format list. Should stop the qcow2-on-ZFS situation you hit.

If you're already on 0.9.6.1 or 0.9.7 and still see qcow2 listed for ZFS storages, ping me back with a screenshot and I'll look again.

Going to mark this as done on the assumption the 0.9.6.1 filter is behaving correctly on your ZFS setup @proxforge. If qcow2 ever shows up again in a storage dropdown where it shouldn't (ZFS, LVM, RBD), reopen this one and ping @mkellermann97 — a screenshot of the dropdown would help me narrow it down fast.
