Documentation: Reference to non-existent repo links in README.md

Under the section titled Step 2: Work in the Correct Team Repository, links to "alleged" repos relating to the following departments do not exist (lead to 404 pages).

• The Research & Data team lives here: https://github.com/OpenGovAfrica/open-data . However, I understand the need to name it accurately, maybe you can propose a name change to research-and-data ?
• The tech and development team was previously proposed to be just the website - however development goes beyond that. So if you propose again, we can change it to the tech-and-dev team.

One last thing, for such an amazing contribution, i noticed you didn’t add the hacktoberfest labels, and didn't specify the issue type - so i did those. I also assigned you in the hopes that you want to see this through.

@opengov-africa Thank you for the clarification! I believe proposing the new names for the repositories will definitely help make the project structure clearer for future contributors.

Renaming the actual repositories is an administrative task, so I will rely on you to make those changes. I can confirm the proposed names look excellent and are much clearer:

1. Research & Data Repository:
   • Proposed New Repo Name: research-and-data
2. Tech/Development Repository:
   • Proposed New Repo Name: tech-and-development (or tech-and-dev, whichever you prefer for brevity)
   • I suggest renaming the already existing repo with the name 'website' to 'tech-and-dev'

Please go ahead and rename the repositories on your end. Once that is done, I will immediately open a Pull Request (PR) on the 'hacktoberfest' repo to update the README.md links and corresponding text to reflect the new, accurate URLs.

Ps: I`ve also raised an issue in the 'website' repo for a minor UI change that would elevate the landing page. I am certainly up for helping better manage the broader OpenGovAfrica repositories as well, with appropriate permissions assigned.
