Create an endpoint for manual fossil settlement

We need to create an endpoint that the frontend can use to send a request for fossil job when it doesnt trigger automatically. The idea is that the round automator is on the support server therefore if a manual trigger is required. Then it is likely that the support server is down or has a failure. Therefore this manual call should be able to communicate directly with fossil to send this request
