Please provide a clear description of problem this feature solves

Even when machine validation is disabled (e.g in a virtual environment), NICO unconditionally reboots a machine in order to start the validation process.

Feature Description

When machine validation is disabled, NICO shall mark the validation run as skipped and transition the host to HostInit/Discovered without requesting a reboot.

There are no workarounds/config toggles that can avoid the unnecessary validation reboot at this time.
