Please provide a clear description of problem this feature solves

The current implementation requires machines to go through ingestion process. This could cause huge operational load for existing production sites. The reason is that a force-deletion is required to kick off the re-ingestion process. However, for that to happen, operators need to wait for the machines to be released from tenants. This means fully migrating to DPF would require constant watching for tenant releasing machines and kick off the process.

Provide a smoother/less involved way to migrate to use DPF to manage DPU in production sites.
