feat: Static IP features does not support NVOS Switch Host address

Describe the bug.

When manually supplying IP addresses for a mini, @vinodchitraliNVIDIA and I noticed there is no support for NVOS Switch Hosts to manually assign the Host IP address (not the BMC IP).

I don't think this is a bug. It's yet another new feature.
Static IP wasn't supported at all up to a few weeks ago, and from there it was just added for a subset of IPs (mostly BMCs)
