Add RAPID and OSNAP diagnostic workflows

Add latest workflows to calculate AMOC offline diagnostics from NPD model outputs:

• RAPID-MOCHA - metric: eORCA1, eORCA025, eORCA12
• OSNAP - nemo_cookbook: eORCA1, eORCA025, eORCA12

Update JASMIN Object Store and NOC STAC Catalog with monthly outputs for offline diagnostics M1m

• Add SLURM run script to send offline diagnostics to Icechunk repositories in JASMIN OS.
• Update NOC STAC to include M1m diagnostic Icechunk Zarr stores as assets in new Items for eORCA1, eORCA025, eORCA12
• Update NOC STAC to include latest domain_cfg Icechunk Zarr stores as assets for eORCA1, eORCA025, eORCA12
