Packet Design for Communication between vehicles

1. Command Packet - Create schema - This packet's purpose is to issue command to a specific vehicle from GCS.

2. Request/Reply Packet - Create schema - this packet's purpose is to establish telemetry link between two vehicles, think of this as handshake packet.

3. Mission Status Packet - Create Schema - this packet's purpose is to distribute the status of current mission stage to all vehicles ( this also mean packet hopping from one vehicle to another if GCS cannot connect to a vehicle but other vehicles can)
