As far as I know, Obsidian doesn't expose it's parsing functions to plugins. I'm considering using this in my Obsidian plugin https://github.com/HandcartCactus/obsidian-remove-newlines to provide more control over where newlines and line breaks are removed. It's a bit early stage on this feature, so things could change, but I appreciate that this exists regardless.
