[Bug]: ... menu popup inaccessible when filtered messages box is small

Describe the bug

If the filtered messages box is too short to display the ... menu popup, the popup will appear above the message where it is inaccessible.

Steps To Reproduce

1. Filter a message.
2. Shrink the filtered messages box until the ... menu popup appears above the message.

Expected behavior

The popup should only appear above the message if there is enough space for it to be fully visible. If the popup appears below the message it appears to take up space, causing the scroll bar to appear, but if it's above the first message, you can't scroll up.
