This repository follows a strict document hierarchy:
- FP1_v1.3.10.md (Supreme Specification, SSOT)
- IMPLEMENTATION.md (Binding Mapping)
- All other documents (Non-authoritative)
Any interpretation, implementation, or discussion that conflicts with FP1_v1.3.10.md is considered INVALID.
README.md is NOT a specification document.

- What breaks if violated: Mathematical correctness, audit trail integrity
- Why exists: Ensures all math operations are safe and auditable

COVERAGE_GOVERNANCE.md - Coverage governance rules (IMMUTABLE)
- Who depends: CoverageEstimator, StateMachine, UX layer, Pipeline, QA, Audit systems, all future contributors
- What breaks if violated: Coverage integrity, system architecture, audit trail correctness, cross-platform consistency, long-term system health
- Why exists: Defines IMMUTABLE constitutional rules for Coverage ownership, dependency direction, scope limitation, and versioning boundaries. Violations are SEV-0 (Constitutional) or SEV-1 (Governance) and MUST be rejected. PR1 is the last line of defense. Rules override all product goals, business requirements, implementation convenience, performance optimization, deadlines, and emergency situations.

OBSERVATION_MODEL_CONSTITUTION.md - ObservationModel constitutional definition (PR1 E-Class)
- Who depends: All evidence reasoning modules, PR#6 (evidence grid), all future PRs that use observations
- What breaks if violated: Evidence validity determination, L1/L2/L3 eligibility, Evidence Escalation Boundary (EEB)
- Why exists: Defines what constitutes an observation and when it is considered valid evidence. Establishes SSOT for observational validity and EEB rules. Any future PR that contradicts this document is invalid by definition.
