Use www3 for catalog routing

• Run a public catalog API. Run on vm-appserver and vm-dev-appserver <-- Ask Lucas to spawn these and add them to the crontab to keep them alive.
• Route NGINX so that you can access the public API over vm-www3build-new and vm-www3. <-- Ask JeffM to route the app living on vm-appserver and vm-dev-appserver.
• Remove in api_root.tsx any references to vm-appserver. <-- Tcoda's kuliana
