PUBLIC_SOURCE_REGISTRY
Purpose: Stable reference registry for ManyMinds public sources (P-*).
Usage:
- Source IDs (P-*) are the canonical references for public sources.
- URLs are resolved via this registry.
- Prefer Source IDs in SHORT citations; resolve via Source Map when requested.
Governance:
- Public sources must be freely accessible.
- Do not change existing IDs. Add new entries only.
