module ${ansible_pkg_mgr} not found

Got this error on task "ansible-piwik | Install general dependencies"

If i replace ${ansible_pkg_mgr} with {{ ansible_pkg_mgr }} it works

I work with ansible 1.6.6.

Was this changed in most recent ansible versions?
