New view to search and filter rules

Expected behavior and actual behavior

I would like to have the option to view all rules on the bridge in a a table format, like Bulbs or Groups views, and in this list be able to filter on when a rule was triggered last time. From this view I would also like to see the conditions and actions for each rule. If a scene is enabled display the name of the scene, not low level name like "scene": "jcBhM4XTWdAcqUK"
Optionally an option to select and delete rules from this view.
