DCOPF test fails with newest version of HiGHS

The DCOPF test is failing on most runners (except Julia-1 Windows). It seems to be due to a recent version of HiGHS (v1.20.1) and HiGHS_jll (v1.12.0+0).

@sambuddhac and @lbonaldo I think we need to pin the version of HiGHS/HiGHS_JLL.
