[Bug]: NetRevenue not yielding close to zero profit for reserve resources

Bug description

newer version of genX does not give close to zero profit for generators participating in operational reserves and yields different results for same case compared to old version (which yields close to zero profit at optimal solution)

@sherryzuo can you please check if this bug still persists on the latest GenX? If not, we can close this. At our end, with the latest GenX we couldn't reproduce this bug.
