jax RNG seeds generate new sequence

It appears something changed in how jax is seeding their RNGs and now tests are failing.

Is this still a thing? I don't see any tests failing under jax v0.8.3 in this branch #164.

Ah it is possible it switched back! That means we need to find an appropriate jax lower bound. Probably 0.8.0 for now.
