When users reply, remind them of existing drafts

How about asking the user to continue with an existing draft within the current discussion, when they simply click "Reply" or quote another post? In case of a quote and the decision to continue with an existing draft, the quote could be added at the end of the draft.

You could open a dialog if there are drafts for this discussion: "Do you want to continue with a previous draft" plus the filtered content of the drafts drop-down list (only drafts that belong to the actual discussion) plus a button "Start new reply".
