HLG AVIFs are not rendered in HDR, instead rendered in SDR

Steps to reproduce the bug

1. Open any HLG-encoded AVIF image
2. You will see it displayed in SDR

Expected behavior

The image should have similar behavior to UltraHDR JPEGs, where it is rendered in HDR and scaled with your screen brightness setting.

Actual behavior

The image is rendered in SDR

GitHub does not support attaching AVIF files, so it has been zipped.

This image will correctly render in HDR when opened in Chrome on an HDR-capable Android device.
